Winning lottery doesn't make you qualified for Green Card. That means - you are just lucky one who has a chance to apply for GC.

If you dont want to move to USA, then simply dont go ahead with process/money wasting for filling fee/visa fee/etc etc.

Hello,

I won DV lottery last year, but I am not ready to move on US definitly...So...

what happens if I come back to my country before reciving my GC and my SSN?

If you happen to apply for a visa after winning the DV lottery, your GC will be mailed to your address on USCIS' file in the USA 4-8weeks upon your arrival at POE. If you leave before it's arrival, it will be returned back to USCIS after sitting in your mailbox for some time either by the new occupants or by the mailman as unclaimed. It could possibly be stolen...so it's not wise to leave before receiving your GC unless you definitely have to. Remember the post office will not forward USCIS mail.

SSN - even though you check a box on the visa form to get the SS administration to issue you a #, most people go in person to apply. So same thing; if you leave before it arrives, it will be returned or even get stolen.

Have you got a date of the interview already?

If not, and you've proceeded with the whole process (after being selected you should have sent some papers to KCC), just wait for your date, to proceed further.

If yes, and you don't want to pay for something you don't need (you have to have medical and pay some other visa fees), don't do it, and all will be lost.

But if your whole process is finished, the visa is in your passport already and you only need to come to the US, that would be a shame to resign now, if you already spend all that money... But it's your decision. If you don't have anybody who could collect your GC (in case you leave before it's placed in your mailbox), it will be lost, just like all the money you spent for the whole process.

When will you be ready? If it's only a year or so, there are things you can do.

I could move definitly on December. But I couldn't stay definitly from May. I have a contract in my country, so I have to work here until December. I just could stay max 2 weeks the first time in United States with my DV lottery (my interview was last year-successful)

Thanks

May to December should be ok, it's about 7 months. Come in May to activate the greencard, stay as long as you can (you may get your greencard in time), then return to finish your contract and come to live in the USA in December.
