Hello, i won the dv 2013 lottery and would like some clarification on this:

if my husband is not following me to the US now or later, does he need to complete the DS 230 forms or not? i am the principal applicant and the one that won the lottery.

No he doesn't have to complete that form.

But if you complete the whole process and receive a visa, he won't be able to join you, when he changes his mind.

You'll have to petition him (after you come to the US), which takes time and more money than applying through the DV.

So... think about it :)

Dear Sir,

Please, kindly advice me on what to do.
I and my wife have gone our separate ways and she will not going to be with me for the interview appointment. The issue now is that she has filled the Form DS 230 and already sent to KCC for further processing. Kindly advice me on what to do.

Are you the winner? If so it doesn't matter if she doesn't come with, all that happens is she won't get a visa.

However if she is the winner and refuses to go for the interview I am afraid you're out of luck.
