Where to buy bank draft for HK$185.00 for police clearance

We've got all the requirements to obtain Hong Kong police clearance since my fiancee worked there for almost 2yrs. Today we went to Makati: China embassy, several banks to mention (HSBC, China Bank, Metrobank, etc) asking how to get a bank draft payable in Hong Kong dollars in the amount of HK$185.00 payable to

"The Government of Hong Kong Special Administrative Region". No one seems to be able to help us. Some banks require to open an account first of Php100,000.00.

Any help regarding this matter is greatly appreciated. Thanks in advance.

I paid mine (UK Police Clearance) thru BPI bank draft/ demand draft. You need to have a account there .....they have a saver kind of acct that only have P250 maintaining balance. Goodluck!
