Hello, quick question:

I petition my father PD 8/6/12 so I am expecting him to be in the states hopefully 3/6/13 and as soon as he gets here will have him petition my siblings aged 19 and 3 months (dob 10/7/93) and my lil sis 10.

Now the question is do u think he'll age out assuming his pd is, say 3/20/2013. With that pd, he will have 1 year and 7 months before turning 21 and I know it's taking 2 1/2 years for f2a visas to become available. That puts him at a 11 month deficit, which will have to be made up with cspa protection (i.e. Uscis will haveto take 1 yr to process his i130 to be safe)

I guess my question is do u think he will age out? Anything I can do to help him out? (can I do something to make uscis to take longer haha) It is so counterintuitive that one has to root for uscis to take long for more cspa protection lol

There is no way for you to predict if he will age out or not. To figure out if CSPA will help him, you would need to know how long it would take USCIS to process his I-130. You can't know that until it is completed. Once USCIS approves the I-130, then you can figure out at what age would CSPA not help your brother.

Hey one more question. I found out that my little sister can't come along when my parents get their visas so if that's the case can I stall my step mom's NVC paperwork so she can stay with the kids and rush my dad's paperwork so he can come here asap and petition for my siblings?

No.

There's no reason for the US to "rush" your dad's case.

There is no way to delay the case for your stepmom for 2-3 years. You would want to withdraw the case and reapply when she is ready to go.
