I wouldn't move too soon. I think a good time to move would be once you get your case complete from NVC or maybe once you've sent all your packages and are waiting for case complete. He doesn't need to be in the states for 6 months before you to prove domicile, one or two months is enough, I think! If you have a chance to stay with your loved one, take it!

I believe proving domicile is part of the I-864.

If you look at the instructions for the I-864, although they are not easy to interpret, they do outline the basics of proving domicile:

15. Country of Domicile. This question is asking you to indicate the country where you maintain your principal residence and where you plan to reside for the foreseeable future. If your mailing address and/or place of residence is not in the United States, but your country of domicile is the United States, you must attach a written explanation and documentary evidence indicating how you meet the domicile requirement. If you are not currently living in the United States, you may meet the domicile requirement if you can submit evidence to establish that any of the following conditions apply:

One more question! Does my FIL need to fill out the I-864 or I-864A as the co-sponsor? We will be moving in with my in-laws at first until we can find our own place. After searching, it seems if we are going to move in with my in-laws then my FIL fills out the I-864A but then I've seen some contradicting posts.

At what point or reason would a joint sponsor fill in the I-864A? When I spoke with an ISO yesterday, she curtly cut me off while I was asking and told me the I-864A. I'm very confused

A joint sponsor themselves would not use an I-864A, they would fill out the I-864. If the joint sponsor needed to combine income with a current household member in order to qualify, then that household member would complete the I-864A.

Take this to the bank, your husband fills out an I-864, your father in-law fills out an I-864.
