Do I need a valid g/c to file N400?

My sister's 10 year g/c has expired. She's trying to decide if she should renew her green card, or if she should just file the N400.

Does her green card have to be valid in order to file the N400?

You need a valid greencard, or an expired one with the temporary proof of status (proving that you're in the process of renewing your greencard). So the answer is, yes renew the greencard.
