technically speaking, that is the correct term. he could have called speaker elect of the house..

even that would not be correct. is there a meeting the reps have to have and vote for the speaker?

He did actually tender his resignation on several occasions, the first came right after Bush won his second term. Pres. Bush refused to accept them. He is now accepting it.
