Packet 3 & 4 are at the consulate level. (I guess you could say packet 1&2 is your petition to USCIS, but there is no packet 1 & 2).

Some consulates only send out one packet (papers from 3&4 in one mailing) and other consulates send out a Packet 3 before following that one up with a packet 4. Check with your consulate for specifics.

24 March 2009 I-751 received by USCIS

27 March 2009 Check Cashed

30 March 2009 NOA received

8 April 2009 Biometric notice arrived by mail

24 April 2009 Biometrics scheduled

26 April 2009 Touched

...once again waiting

1 September 2009 (just over 5 months) Approved and card production ordered.

d_corrz,

When the National Visa Center sends your file to the US Embassy in your country, the Embassy will send you some forms to complete and return to them. This is Packet 3.

Once you have returned the completed forms in P3, the embassy will process them, then send you a Packet 4 which is just an interview appointment.

Contents of Packet 3 and 4 can differ in different countries. You should check the US Embassy website for your country.

d_corrz,

The packet system for immigration is long gone, but some of the terminology hangs on. The terms Packet 3 and Packet 4 are still reasonable when referring to the current visa application package and interview notification package for K visas (my terms, not necessarily what the DoS or anyone else calls them).
