Green Card stolen

I received my green card a couple of months ago and it was stolen a few days ago. I know I have to fill out I-90 for a replacement but I don't know if I should include the biometric fee since 1)I will apply for citizenship soon and 2)Just a few months ago I received it so I don't see a need.

I dont know if anyone has gone through this before but I was thinking of sending the I-90 and a letter explaining what happenened and how I plan to file for citizenship soon and a copy of the police report. Do you think that they will reject the application? Or with they ask me to just send them the fee for the biometrics before they do anything.

My fear is that if I just send the application fee without the biometric fee they will cash the check that I sent them, deny the application and ask me to send another one. Does anyone think this will happen?
