this is for the interview stage, not the USCIS stage. Many people have been sent RFEs because documents were NOT translated, and in many consulates at the interview stage, they want copies of the documents in English and in the native language. For instance in Amman, we were REQUIRED to bring both Arabic with English translations to the interview.

A translation does not invalidate anything, it is merely a copy of the original document in English

Under Japanese law opening the certificate letter invalidates it. http://japan.usembassy.gov/e/visa/tvisa-ivpolicefaq.html#seven I might just have to get two copies I guess.
