I guess NVC does need a translation per their instructions on the web site. People who are bringing documents to the interview need to follow instructions of their consulate and there for only some documents required translation then. For example- in Russia, no documents need to be translated if in Russian or English, but criminal records and military records.

I did not read all of your thread but I am familiar with the post office not allowing original vital documents to be sent abroad. You have to sneak them out basically. In my case we used a gift box (literally a box full of gifts and the birth cert "book" was put in behind a picture in the picture frame). This is a holdover rule from the Communist days.

Oh and I highly recommend you translate the documents that you send into the NVC. It does say that it can be in the original language of the country, but I've seen them request translations anyway. You can do it and attach a certification that you translated it, and you are competent to translate. The specific rules are around here somewhere.

I forgot to mention that DHL also enforces the no documents rule as stupid as that sounds. He should order another "original" birth certificate and marriage certificate from ZAGS as he may need those at the interview and in any case you won't get them back from the NVC so might as well start now. Ne puxha ne pera!
