Getting the 10 year re-entry visa?!

Ok so a friend of ours mother and brother have some visa that lets them enter and re-enter for 10 years....I was wondering what we need to do to get this going for my husbands mother and 11 yo brother who we want to visit us on a regular basis (if we are not visiting them a couple times a year we want them to visit us once or twice a year)

I know its possible but i dont get what we need to do to get this process going. Is it us who apply or is it them who apply?

It's basically a multi-entry tourist visa. Your Mother and brother need to apply at the embassy in their country of residence. You do not need to do anything, they have to apply, not you.

They can apply for tourist visa, and these visas come with 10 years validity.
