please see the attached raw data downloaded from the USCIS website. As you can see, from January, 2012 through September, 2012 the Vermont Service Center received up to 400% of the applications it completed. This led to a peak in July, 2012 of 56,771 pending applications not awaiting customer action. This is approximately 250% of the 20,000 pending applications that appears to be the average for the Vermont Service Center in the past 2 years.

Estimated processing times for the Vermont Service Center are now stated to be ‘6.2 months’, an increase from 5 months (the previous estimate and USCIS goal). As of October 30, 2012 applications with a received date of May 21, 2012 were being processed. A month later, as of November 30, 2012 applications with a received date of May 28 were being processed. At this rate of 1 week of applications per month, my July 19, 2012 application date would not be completed for 7 more months, a total of 13 months from application date. I find the management of the ratio of applications received to processing completions unacceptable.

Also, it appears filers with applications from Aug 15-Sep are already being approved in local field offices?

I'm not sure what any of those numbers are referring to to properly comment on your statistical opinion. =\

KDH, it's this: http://dashboard.uscis.gov/index.cfm?formtype=4&office=62&charttype=1 (that's the chart I just pulled)

In the bottom right corner of the chart, you'll see a link "Download as raw data" that opens an Excel file. All of the chart data will appear in spreadsheet form.
