6 weeks and still no NOA1

Timeline

We mailed our I-129F package regular mail from northern Greenland (APO) on Dec 3. As of today, they have not emailed/texted or cashed my check. Additionally, I sent them an email 2 weeks ago and they responded last week that they have no record of our package.

I know our mail can take an extra time to arrive at its destination when mailing from up here, and we had 2 holidays in the middle that probably slowed the process some but at what point should we just accept that we need to resubmit? Would it mess things up if we did resubmit and they eventually received both packages?

If it was sent to the wrong address, surely your package will be returned back to you. If not, you should call the USCIS I guess.
