If you are a US citizen, your 15 years old son would automatically become a US citizen when he enters the US with an immigrant visa and gets LPR status. Since he qualifies for US citizenship upon entry, the I-864 obligation is not required (because one of the condition for ending it is when the immigrant becomes a US citizen) so the US government allows you to file a waiver - that's the "w" part of the I-864w. The I-864w is a waiver of the I-864 because your son will be a US citizen when he enters the US on the immigrant visa.
