Situation:

1. Beneficiary in Colombia has daughter.

2. Beneficiary was living with one man but had this daughter by another man. But she gave the daughter the last name of the man she was living with.

3. Beneficiary wants to take daughter with her to the U.S.

Question:

Can the beneficiary get permission from the man whose name her daughter bears? Or does an embassy always require a test for every child to establish the real father?

My guess is the embassy does not require this.

The person who is the legal father of the child must give permission for the child to leave, usually (in some countries it is not required if the parents were never married).

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

So if CHILD in Colombia has ANTONIO (also living in Colombia) listed as her father on her birth certificate, the embassy will require the permission of ANTONIO, but will most likely not require for DNA testing to establish that ANTONIO is the real father. Correct?
