I left yemen this week through saudi im a us citzen but j dont know about yemen citzens if they can enter saudi

Does anyone have a hard time calling NVC? Im trying an expedited transfer for my husbands case to Djibouti but cant seem to get a hold of them..i also emailed IVYemen but havent gotten anything from them aswell? For those of you who were able to expedite your case who did you contact? Any help would be appreciated!
