Bank Data Is Sifted by U.S. in Secret to Block Terror

WASHINGTON, June 22 — Under a secret Bush administration program initiated weeks after the Sept. 11 attacks, counterterrorism officials have gained access to financial records from a vast international database and examined banking transactions involving thousands of Americans and others in the United States, according to government and industry officials.

The executive editor of The Times responds to readers concerning the publication of information about the government's examination of international banking records.

Data provided by the program helped identify Uzair Paracha, a Brooklyn man who was convicted on terrorism-related charges in 2005, officials said.

The program is limited, government officials say, to tracing transactions of people suspected of having ties to Al Qaeda by reviewing records from the nerve center of the global banking industry, a Belgian cooperative that routes about $6 trillion daily between banks, brokerages, stock exchanges and other institutions. The records mostly involve wire transfers and other methods of moving money overseas and into and out of the United States. Most routine financial transactions confined to this country are not in the database.

Viewed by the Bush administration as a vital tool, the program has played a hidden role in domestic and foreign terrorism investigations since 2001 and helped in the capture of the most wanted Qaeda figure in Southeast Asia, the officials said.

The program, run out of the Central Intelligence Agency and overseen by the Treasury Department, "has provided us with a unique and powerful window into the operations of terrorist networks and is, without doubt, a legal and proper use of our authorities," Stuart Levey, an under secretary at the Treasury Department, said in an interview on Thursday.

Ah..yes, the publicly known SWIFT...

``There have been public references to SWIFT before," said Roger Cressey, a senior White House counterterrorism official until 2003. ``The White House is overreaching when they say [The New York Times committed] a crime against the war on terror. It has been in the public domain before."

Secret? I think not!

Some have also questioned whether the information in the original June 23, 2006 newspaper articles was even secret, despite its U.S. government classification, because of previous newspaper articles discussing SWIFT. Specifically, a 1998 Washington Post article, in the wake of the U.S. embassy bombings, mentioned that the "CIA and agents with Treasury's Financial Crimes Enforcement Network also will try to lay tripwires to find out when bin Laden moves funds by plugging into the computerized systems of bank transaction monitoring services – operated by the Federal Reserve and private organizations called SWIFT and CHIPS – that record the billions of dollars coursing through the global banking system daily."[15] Also, a December 21, 2001 Baltimore Sun article mentioned SWIFT "headquartered in Belgium" and conjectured about the ability of the U.S. National Security Agency "to follow the money through its electronic intercepts of such transactions."[16] Still others have questioned the secrecy of the TFTP because the Bush administration has made public announcements that it planned to track terrorist-related finances. For example, in a speech shortly after the September 11th attacks, George W. Bush elaborated on the Administration's intention to track terrorist funding, saying "if [financial institutions] fail to help us by sharing information or freezing accounts, the Department of the Treasury now has the authority to freeze their bank's assets and transactions in the United States".[17]

This is a question I would like to ask Rupert Murdoch

Murdoch's bothering is all-too-simple. He owns publications in US and always wants favourable people in control--basically, almost (*) the same as Conrad Black with Canada.

(*) "almost" -- Conrad Black was born in Canada but rescinded citizenship (but not publications ownership) when a PM would not recommend him for peerage (which showed also his arrogance, as it was never in Canadian PM's glister to recommend for peerage even to UK sovereign) where Murdoch was NOT born in US. However, he is still known to bother about Canadian elections as his papers showed by trying to blame the formation of the Bloke Quebecois on the Liberals (in reality, 80% of the BQ were Tories who departed when Mulroney failed to deliver Meech Lake) in 1993.

Didja expect pols to be SANE when they're campaigning? this is not unique to US at all

I can actually remember something similar in India in 1988. The then-PM, trying to support his candidate for byelection sported visibly "sacred thread" (worn by most caste-Hindus--normally UNDER clothing, except in the PM's case then). Dunno if it actually influenced that byelection (if so, only against ruling party).
