New police certificate question. (simple)

Timeline

I can't seem to get a clear answer from the embassy I contacted so I thought I would ask here. Pertaining to the police certificate needed, my fiance has lived only in her home country of Latvia except 8 months in Austria. I am wondering if she needs a police certificate from Austria. The embassy's wording on this subject is unclear. (At least to me:))

If you have lived in any country, 6 months and over, after you were 16 years of age, you need a police certificate from that country(s). http://travel.state.gov/visa/immigrants/info/info_3195.html#police

An applicant must obtain a police certificate from the local police authority:

IF you…

AND…

have been living in your country of nationality at their current residence for more than 6 months and you are 16 years old or older

lived in a different part of your country of nationality for more than 6 months and you were 16 years or older at that time

lived in a different country for more than 12 months and you were 16 years or older at that time

were arrested for any reason and you were any age at the time of the arrest
