ok, he's the guy who deports people, I still call him INS, semantics ok.

Okay then different. It's horrifying to think someone from USCIS would have told you that (which is what INS changed to).

USCIS? Immigration and Customs Enforcement? Customs and Border Patrol? Department of Homeland Security? Immigration Court Officer?

When it comes to getting advice from a government employee then you will often only get reliable advice from someone who is in a position where they have decision making authority in the area your question applies to. In this case, a USCIS immigration officer would be able to offer reliable advice since they are the ones who adjudicate AOS applications. A USCIS immigration officer would almost certainly not tell you that you can apply for AOS at a local USCIS office because they know that's not how the process works.
