The requirement says the candidate "has resided within a state or district for at least three months".

Residence and physical presence are two different things. As long as you've established "Residence" in your district for 3 months prior to filing, you should be fine.

Can I travel outside USA for 28days and then apply for N400? Or do I have to stay here for 3mons before applying? Are there any restrictions for travelling before filing for citizenship?

The only restriction would be if you were close to the premissible number of days required to be in the US to qualify for citizenship. This is only an issue if you have spent a lot of time outside the US while a LPR. Short trips typically do not hurt like this 28 day trip you want to take. As others have said, as long as you have established residency, you are good to go.
