I am on IR-1 visa and will enter the US next month. So I guess I would have to fill in the customs card which has this line asking how much value you are bringing that would stay in the US. I was wondering if they would charge me import tax at the spot or ????

There is no charge on personal or household goods. Don't itemize or value them. The rule is things you have owned more than one year, but I wouldn't get all worked up over deciding if your jacket is 11months old or 14 months. They aren't going to go through your stuff piece by piece and ask the age.

You will list on the customs form, gifts you are bringing to people or items you buy in the duty-free shops or things that look obviously new like a watch still in the box with hang tags on it. Or you could cut the tags and wear the watch so it looks like your general personal possessions. You get $100 worth of those new items free before duty is imposed.
