No you don't if you fit the criteria in the instructions: http://www.uscis.gov/files/form/n-400instr.pdf page 5, top of the second column

Note that unless a traffic incident was alcohol or drug related, you do not need to submit documentation for traffic fines and incidents that did not involve an actual arrest if the only penalty was a fine of less than $500 or points on your driver's license.

If you get my stepdaughter's IO, will want proof that you paid that fine, and that causes delay, even though she never paid it, she was a minor, I paid had to pay it. Asked her why she didn't show her driver's license, if she wouldn't have that if I didn't pay that fine. If you don't pay a fine, they take your license away. It was only a 50 buck fine, but caused quite a bit of delay.

She received that ticket four years before she applied for citizenship, I couldn't remember the exact details, so I called my insurance agent, they keep track of all that stuff, gave me the state and the court house. I called them, they had the record, while it was only two miles from me, wouldn't let me have it since she was a minor, hey I had to show up in court with her and paid the fine! So she had to take off from college, drive a hundred miles round trip and pick it up herself.

I would love to meet her IO in a dark alley someplace, making a bit deal over this insignificant incident. Was a little Asian that couldn't even speak English, but its my understanding, they don't like Hispanics.

I'm afraid it's you that is mistaken.

You must declare that the incident happened, you just don't need to submit "documentation" (court records, citations, etc.) for any traffic infraction that incurred only a points penalty or a fine of under $500.

No they don't care about them. See this thread for example http://britishexpats.com/forum/showthread.php?t=632770. You don't *have* to disclose it, but of course I always think its better to be safe than sorry. You'll also find other posts around here about how disclosing them or not isn't a big deal.

The instructions say to disclose all such events, so they should be disclosed.

Advising people that they don't need to do it is poor advice.
