He can either extend his tourist visa for another 38 days making his total stay to 59 days. He should do this prior to his 21 day visa expiration. Or he could apply for a 13(a) visa on your account being his wife. This visa is good for him to stay permanently in the Philippines.

Or he can also show your marriage certificate at the immigration upon his arrival. My husband did that and he was granted one year of stay.

I believe I have also read that he should request a Balikabayan stamp passport with that

One could only avail of the Balikbayan stamp if the foreign spouse is travelling with the Filipino citizen or former Filipino citizen.

Is it true that a USC can keep extending the visa for 16 months? I was told this by someone and it seems to be the case based on this page but I don't fully understand it.

They can keep extending it, but it would honestly be cheaper to take a small flight (the both of you) to as close outside the country and come back in together. Then the stamp is good for 1 year since you two are married.

I was more asking for myself haha. (Sorry for thread hijacking) We are not married and I'm planning an extended trip there next year while we wait for her Visa. It does look pretty expensive for the Visa extensions. Would the leaving the country and coming back work for me? Will that look bad since my round trip US ticket will be for months out? I was planning on visiting Hong Kong, Singapore and maybe Thailand (depending on how long I stay) while I'm there since her Passport will allow her to visit those places and plane tickets are reasonable.

Visa extensions are not expensive, I did a 59 day for something like $75, but if you are planning to fly Hong Kong, Singapore and Thailand anyway you may be just fine depending on how you space them during your visit.
