I'm the US now on a CR1 visa which expires February 2014 but I want to go home and give birth in July next year in the Philippines. I don't know how long the paperwork to get my baby's citizenship will take so I'm not sure if I can take her back with me if I come back in December 2013 and have my visa adjusted to IR1. If I just come quickly to file the Extension and then return right back to the Philippines, will that work? Or do I need to stay here till I get my green card?

*** Moving from CR-1 to Travelling During US Immigration *****

There is no way your visa doesn't expire until 2014. Now you are in the USA with your CR-1 (which is a one time entry visa), you probably mean you have a conditional greencard and need to Remove Conditions by February 2014? If that is the case, as long as you file a few days before that February date, you will be fine. CRBA usually takes a couple of months, but it shouldn't take more than half a year.
