Petition from 1995 urgent help!

A family friend (permanent resident) made a petition for her daughter (who was under 21 back then) to come to the USA in 1995. The I-130 was approved and an interview was scheduled.

They didn't show up to the interview because they needed money to pay and didn't have it at the time. So she didn't come but they didn't receive anything saying it was disapproved.

The last update they have on uscis's my case status says that the I-130 was approved in 1995 and for them to follow the steps on the papers (which was to go to the interview they didn't go to.

Now the mother has money and wants to bring the daughter to the USA and wants to know if she can continue the case without starting over again because the daughter is now over 21. She needs to know if she can just schedule the same interview now after all these years. help?

03/24/2012 Received 3 deliver confirmation e-mails from USPS

03/28/2012 Received mail from USCIS saying they received the package ^_^

04/05/2012 Received Biometrics Appointment letter for i-765 for 04/16/2012

04/09/2012 Received NOA 1 for I-130, I-485 and I-765 dated 03/28/2012

I don't think so, but she's over 21 anyway. Does it make any difference being over 21 and not married or over 21 and married? Is there a chance to just continue the process after missing an interview 17 years ago?

Because my husband's aunt just called asking for help with this and I want to be able to given them an answer. I tried to call USCIS but it was already late to call today.

I googled but couldn't find anyone in the same situation :/

the case is closed if she didn't go, she abandoned her intentions to come to the US, the case was closed. She should contact an attorney to see if it is possible to reopen a very old case. The file was sent to the US Consulate in her country for interview. where do they send it back I have no clue
