Approved K1 lost between USCIS and NVC

Timeline

So my K1 was approved for expedite on October 29th. Since then NVC still haven't received my petition. After calling basically every single person I can think of, I finds out that USCIS lost my petition and being that I made them aware that NVC has no record of my case, USCIS had to get my case from the NVR and now they claim to have sent my petition electronically to the NVC. So they "claim" that the NVC will receive my case by tomorrow. Really dont see the purpose of getting approved for an expedite in the first place. My fiance more than likely would have been here by now. First the USCIS claim to have sent my case on November 16th, then they say said it was still at the USCIS on December 12th because an officer didn't complete my case or screwed up. And then they say the case was lost. I have no faith in the USCIS whatsoever so now I just don't know what to think and how to feel. All I know is I can go to a retail store and spend $10 and get way better customer service than I can for the hundreds of dollars wasted with the USCIS. Every single time you call the customer service line u hear a different story. This includes the Tier2 operators. Some of them are complete morons and give you wrong information as well. I understand that they are swamped with petitions, but that doesn't mean that we should accept the poor quality of service.

Timeline

Hi,

I am wondering about the time frame the approved petitions are lost. Mine was approved on November 16th 2012. Till date NVC denies they have received my papers. Vermont Service Center has provided me with UPS tracking number with proof of delivery from UPS. Still they deny it. I am wondering whether it is normal to lose the approved petitions. I am planning on calling my Senator.
