My case was approved November 19,2012, and still hasn't been sent to NVC. I emailed them about it and this is what they replied to me

"Please be advised that the National Visa Center (NVC) contacted U.S.

Citizenship and Immigration Service (USCIS) in regards to your approved

petition. USCIS (National Benefits Center - NBC) has informed us that

your petition is located at the (NATIONAL RECORDS CENTER - NRC).  USCIS

(NBC) will have this file ordered for Officer review. Please contact

USCIS at 800-375-5283 or visit their web site at www.uscis.gov for

additional information."

What does this mean exactly? And what should I do??

when you filed the I-130, were you a USCitizen or a Legal Permanent Resident ?

and

as of today, the 19th of December, in the year of our Lord 2012, what are you now ?

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

then perhaps USCIS thinks you filed the I-130 to adjust status, and not chase after a visa.

Call USCIS, inquire with an ISO (never the first person that answers the phone)

and try to ascertain:

1. Consular Processing tag on the casefile? or

2. Adjustment of status tag on the casefile ?

as going to NRC after I-130 approval is a mess. It's happened before, where USCIS is uncertain about consular processing, so they assume it's for an AOS casefile, instead.

I don't understand what you're talking about?

I am a us born citizen and my i130 is approved but has not been received by NVC. Instead is at NRC.

What is my next step? What should I do??

He's saying he thinks USCIS has made a mistake and labelled your file as one that is adjusting their status instead of one that is petitioning for a visa. So therefore your case got sent to NRC instead of NVC. So you need to call USCIS and get transferred to an ISO (not the first person who answers the phone) and get this straightened out.

Read carefully and you'll get all the information you need.

What does this mean exactly? And what should I do??

Any case related to Yemen goes thru background check, authentication of any docuemnts issued by Yemeni authority and etc... in my case, my divorce decree was issued in yemen and as a result, it took close to two years to approve my petition. regarding NVC, I know many folks who petitioned their spouses (who are from Yemen) took them over 4 to 5 months before NVC recieve it though uscis sent their approval to NVC. In other words, it is normal for someone who petition his spouse from Yemen since the whole process takes from 1 to 2 years. Even if the NVC get it, you have to wait at least for 4 to 5 months till US consulate in Sanaa schedule your intervview and notify NVC. by the way, when u get to NVC stage do not mail DS230 like others, but u have to fill DS260 and submit it electronically.....

Good luck

My case already went through administrative processing hence why I finally received my noa2 over a year later and after a long list of request for evidence.

My sister got her noa1 the same exact day as me and received her noa2 1 month before me and her case was at NVC in 10 days! I'm just wondering why my case would go to the wrong center for no reason.

And I'm aware that the Yemen embassy only accepts all forms that NVC need electronically. Thanks so much for the advice, I appreciate it
