It is used to choose an agent other than yourself. You can put your husband as the party. See VJ; http://www.visajourney.com/wiki/index.php/Email_DS-3032_form

In Arizona its hot hot hot.

NVC is located in the United States, all the fees must be paid from the US financial institution, that is the purpose of the form- to have someone, other then you, who currently resides in the United States, to communicate with the NVC by mail or e-mail and to pay the fees. Some people simply put down their spouses who reside in the US, and others, feel more comfortably with the attorney who helps them through the entire process, in which case- the form has already been sent to the attorney and nothing needs to be done on your part.
