Hello everyone,

My fiance and I will be marrying in the Philippines next month. She's a Philippine citizen and I'm from the US, but we are currently living in Vietnam. Her mother has been doing most of the preparation for us (she's in the Philippines) and the only thing that is holding us up is the Single Status Affidavit; she's already submitted the other paper work on our behalf and they are waiting for the Single Status Affidavit before releasing the marriage license. I went to the US Embassy website and see that I have to appear in person to get the Affidavit in Lieu of Certificate of Legal Capacity to Marry. However, I was wondering if this is something that I can do in Vietnam. If I just fill out and download a standard Single Status Affidavit, can I just go to the Embassy here in Vietnam and get it notarized? Since we are living abroad, the office that my future mother-in-law has been dealing with has accepted most of our documents through fax and email...just wondering if this would be allowed to.

(I would ask the people my future mother-in-law is currently dealing with, but they are starting to "hold their hands out." So I want to avoid under the table payments as much as possible).

She'll only need CENOMAR (Certificate of No Marriage) from NSO. Order it online here http://nso.citizenservices.com.ph/cenomar or apply in person. Then apply for marriage license.

I'm not particular with the USC if they could get it to any consulate or it must be at the home consulate where the marriage will be held. Wait for the experts to chime in.

Unless Viet Nam has the same requirements, I doubt the embassy will know what you're talking about. But you could always call and ask if you have the time. Even in Manila, its best to make an appointment to get the affidavit so you're not waiting so long.
