New immigrant visa fee in Feb?

Just read on USCIS website about a new immigrant visa fee of $165 starting in April that will be paid after receiving the visa but before travelling to USA. Is this just an increase to a fee that was already in effect or is this completely new? I'd hate to spend even more money on USCIS with the lousy, slow service they've been providing me.

You do not receive the automatic green card that results from the immigrant visa until the fee is paid.

If you want the greencard to show up in the mail, you must pay. While it is suggested to pay it before you leave for America, you wont be turned away at POE if you don't pay it before you get there. But you wont be getting that green card until you pay up. USCIS wants it's cut of the money. I say anyone whose case went over the national average (what, 5 months now?) shouldn't have to pay the fee! LOL yeah right. I also think that it should only be for those STARTING the process after February 1, as it's kind of shady to switch up the rules while people are already in the middle of the process. But, it's immigration....wishful thinking.

HUSBAND'S CASE

9/17/2011 - sent I-13

09/19/2011 - noa1 received

3/16/2012 - case sent to my local USCIS office for additional processing

4/21/2012 - AP. If we haven't heard from them in SIX MONTHS (omg) we can feel free to call them!!! Thanks!

9/20/2012 - Interview scheduled - October 3!!!!

10/3/2012 - Interview went well but she must look at his A-file more before decision.

10/12/2012 - I-130 APPROVED! APPROVED! APPROVED!

KIDS' CASES

04/20/2012: NOA107/20/2012: instead of an approval, we got thrown into AP. sigh

11/01/2012: Boys' I-130 interview set for November 28, 2012.

05/15/2013: Emailed embassy BEGGING them to let boys drop off passports for visa insertion. IT WORKED!!!

05/31/2013: Visa in hand

06/02/2013: POE JFK!!!!!!

I have my interview January 14th and I'm planning to leave in the second week of February. So I'm gonna have to pay this extra fee, on top of my $1000 ticket? What a bummer.

This only applies to immigrant visa holders. This does not apply to K1 visa holders since a K1 visa is a non-immigrant visa (hence the need to go through the Adjustment of Status process).

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal
