For my wife to bring herself and two young children, can we use an I-130 and CR-1 process, or do we have to use a K3?

Also- my new mother-in-law. It's my understanding that my wife will need to become a citizen and then file a I-130 for her mom.

Is that correct?

You can petition for your fiancee/wife and her children, but you can not petition for her mother. She will have to do that once she obtains US citizenship.

Yes, I-130 for the children. They will get CR-2 visas.

The mother waits until your wife becomes a citizen and then your wife petitions her with an I-130 also

About 3.5-4 years from when she arrives. Add another year to process the I-130 for the mother. My wife arrived in September 2008 and we expect her mother here this summer, nearly 5 years later.

3 humans? a wife and 2 children?

that's one I-130 per human, or 3 I-130's.

Suggest you submit them all together, and good luck !
