how long you been here in USA on J1 visa? you are subject to 2yrs residence requirement if you want to adjust.

It is possible to change in USA from J1 to B1 with form I-539 but first you need the B1 visa. With that said it is much easier to get B1 visa in your own country.

so with no B1 visa yet there is no adjusting anything here. you need to secure the visa then you can adjust. you cant plan your adjustment based on getting approval for B1 down the road.
