Furthermore, you can't file an immigration petition for a US citizen. A US citizen does not need a visa to enter the US, so the US Embassy/Consulate will NEVER issue a visa to a US citizen.

Of course you can file a petition for anybody and there will be no refund of the filing fee. However, Consulates do not issue visas to anybody who they determine is entitled to US Citizenship, whether a CRBA has been filed/issued or not.

Facts are cheap...knowing how to use them is precious...
