According to the Nolo Press book on Fiancee and Marriage visas, you don't need to pay a translator to have your marriage certificate translated. Just have a trustworthy friend translate it and add a comment certifying their competency in both languages as well as their name, date, address and phone number.

Buena suerte!

Yes you can do this....In fact sign two complete sets of the form in case he makes a mistake

YMMV

How can a translation expire?

Anyway, PMRS is correct. The USCIS rewrote their website this week, and I can't find the original on their site anymore, but here on VisaJourney there seems to be a verbatim copy of the General Tips page that the USCIS posted. See item 13 in that link.

I translated our documents myself, signing a certification modelled after that one in item 13 of their General Tips form. In our case, a birth certificate was the only thing not in English that we submitted with the petition.

It might be wise to get someone else to do translations in order to avoid an appearance of conflict of interest. It's definitely wise to get someone else to do it if you don't have the required fluency in the kind of documents you need to translate. But know that the USCIS doesn't recognize any specific credentials of translators, and they'll accept anybody who can sign the statement saying they have the required language proficiency and the translation is accurate. So don't overpay someone just because they claim they have some special ability to do "certified translations".

The USCIS service centers handle documents from around the world, and workers there are unlikely to be fluent in very many languages, hence the need to supply the translation. But chances are excellent that someone at the consulate will eventually see the document along with its translation. The people at the consulate are likely to be fluent in the local languages and in English, so they can review the translation for accuracy. In other words, don't mislead on the translation, because chances of eventually getting caught are very high.
