I got this message today, and i am one of the CSC slowdown victims.. got our NOA1 August 10, 2012 :( Hopefully this is a sign that good news is on the way. B-)

We got this message also, when i checked our case number on uscis website

Initial review

On April 16, 2013, your Alien Registration Number was changed relating to your I129F, PETITION FOR FIANCE(E). Please check our website at www.uscis.gov for further updates on your case. Please wait until the end of normal processing time before calling customer service at 1-800-375-5283 for live assistance.

I do not know what is this for, but im really so excited that they touched our case.. We did request for an expedite on april 12 2013.. Goodluck everyone!

At what point does the fiance get the A#? On the NOA2 form USCIS sends? Honestly I cant remember if that A# is on the NOA2 form they sent, because I withrew my application after I had got the NOA2 acceptance.... and on #11 of I-129F Petition, it's asking for the A#.... cant remember if I would've had one only at the NOA2 point.... kindly advise, thanks

Got the same message dated April 23, we sent the packet on April 15 and got a NOA1 April 19 then Alien Registration number changed message on April 23, does it mean we will get the approval soon or what?

Feb. 2013 - First conversation ( we met through a friend )
Mar 26, 2013 - First meeting in person, Manila
April 06, 2013 - He went back to US
April 15, 2013 - I-129F sent to USCIS
April 17, 2013 - I-129F delivered
April 19, 2013 - NOA1
April 23, 2013 - Alien Registration Number was changed
June 17, 2013 - Second Visit
July 31,2013 - RFE
August 06, 2013 - Return to US
August 08, 2013 - RFE reply sent. ( next day delivery service)
August 09, 2013 - RFE response received
August 13, 2013- APPROVED!
12nn - Received an email from Representative Staff that our petition is approved already. ( w/ email from USCIS officer )
8pm - Received email confirmation about the approval & Online Status Updated.
August 14,2013- got my BC & Cenomar ( waited 5mins for BC & almost 1 1/2hr for Cenomar)
August 15, 2013 - got my NBI ( total processing time from step 1 to releasing 1 1/2hrs)
August 23,2013 - CFO Attended, Got GCC. Sticker to follow.
Sep 18, 2013 - Got MNL Case # via Phone & Paid Visa Fee @ BPI
Sept 23, 2013 - Medical PASSED - 1 Day Only

Oct 07, 2013 - Interview - APPROVED

Just thought I would weigh in here too. Sent I-129F packet 5/23. Got USPS proof of delivery signature 5/24, then 5/29 email saying it was routed to the California Service Center. Received I-797 on 6/3 by mail. Then today I check status and see the part about "Alien Registration Number was changed". Very excited that they have even touched it. Have read where some got NOA2 several days after, but not getting my hopes up.

It is my understanding the the A# that they give is what eventually becomes, if all goes well, the I.D. # on your fiances paperwork. Green Card number... So it's a good sign.

I got the same notification about the ARN on 2013-04-19 and my status is still in "initial review":

Is it normal for petitioners to get that response right away?

2013-03-29: Paid for a service through RapidVisa & began to prepare paperwork.
2013-04-11: Sent all the necessary documents to RapidVisa for review.
2013-04-12: Signed my application in red ink, so I had to overnight RapidVisa my application signed in BLUE ink.
2013-04-15: RapidVisa reviewed my application, found no fault and sent the I-129F Application to the Texas Lockbox.
2013-04-17: Electronic notification that the application was forwarded to the VT Service center.
2013-04-19: NOA-1 Received (snail mail) with the wrong country of birth for the foreign Partner. Notice date was 2013-04-15.

2013-04-19: Electronic Notification Received that an Alien Registration Number (ARN) was assigned to Foreign Partner.
2013-04-22: Called USCIS and corrected the typographical error on the NOA1.
2013-04-30: Received notification that the typographical error on the NOA1 has been corrected in the electronic system, but the error was minor and will not affect my application, as it is still valid.

I sent my i-129f packet on May 3rd. NOA1 on May 7th or 10th (I forget which one) and the A# was changed on May 16th and I'm still listed under initial review.

It seems to be the norm now as many people who have responded recently have said they received this message early on. Logically it seems to be a good sign.

They A# they assign at the beginning may also be used to track your case while they review it. If anything it is at least progress.

The frustrating thing is that I have read a few cases on here of people who recently filed being approved 3-6 weeks after receiving this notification. I wish i knew why. :)

They likely put in a request to expedite. USCIS won't expedite your case without due reason though, I looked it up a while back, but I don't recall what they are exactly.

Some of the examples I pulled off of this site that were listed are:

  • The applicant has urgent and critical medical needs that cannot be addressed in the applicant’s country;
  • An applicant’s family member in the United States has a serious medical condition and has urgent and critical medical needs related to that condition that require the applicant to assist the family member in the United States;
  • The applicant is faced with urgent circumstances related to the death or serious illness of a family member;
  • The applicant or qualifying family member is a particularly vulnerable individual due to age, serious medical condition, or disability and this vulnerability is exacerbated by the applicant’s presence outside the United States;
  • The applicant is at risk of serious harm due to personal circumstances distinct from the general safety conditions of those living in the applicant’s country;
  • It would be in the national interest of the United States to have the applicant in the United States (for example, the applicant’s presence in the United States is urgently required for work with a U.S. government entity); or
  • As described in a request from or for a member of the Armed Forces of the United States
  • The applicant’s qualifying family member is a member of the military who is deployed or will soon be deployed; and
  • The applicant demonstrates that, in light of the deployment there are compelling reasons to expedite the request due to the impact of the applicant’s absence from the United States on the applicant, the qualifying family member, or their children, if any.

I'm not sure HOW accurate that is, so you'd have to check with a more seasoned VJ'er. There seems to be a lot of BAD information out there.

Unfortunately that's how the Government works. Anyone who's had the pleasure of being in the military can tell you that. laughing.gif

Just keep your head up, and keep plowing forward. None of us like the wait, and we all want to be with our lovers yesterday... but I think in a lot of ways having to put this much effort into being together makes the relationship more valuable and stable in the long run once you're together.

If you can make it through this, you can make it through anything!

But if you were like me and who got the A# change alert deep into the waiting process (8 months in my case) then it's a sign that your NOA2 is on the way. We got our NOA2 notification a couple of days after receiving the A# change alert. That said, USCIS is highly unpredictable so take this post with a grain of salt. Good luck! :)

Thank you! I didn't see any activity, so I always assumed that was normal until I saw people posting about it. I'm glad that's cleared up now though!
