Is this normal when the automated system says received on Nov 1.

Im not sure what you must send.

The DS-230 packet will tell you exactly what you need and there is a link to instructions for what each country must include. But i cant find it now....

Most only need to do part I and send a copy of the biographic page of the passport.

A call to NVC would answer this question too.
