Is I-212 Right for us?

Having trouble weeding through some of the regulations - and this seems to be a less-popular topic on the site - anyways, my fiance and I are planning to get married in February. She was living split between me and her family in the U.S. until recently, she went to visit home and upon return had her visa revoked for being an immigration risk (she did not overstay, but had stayed nearly the full 6 months allotted at a time). She was not given any sort of year-based ban, but was told she would not be able to reenter without an immigration visa.

We are leaning towards moving somewhere in Europe shortly after we're married, but would like her restrictions waived so that she can visit our families in the U.S. (her mother is a U.S. citizen as well). We basically just want to easily enter the U.S. for visitation for the time being (or at least the foreseeable future after we relocate).
