India passport renewal issues

My husband and I are in a bit of a predicament. I recently submitted an I-130 so he can come join me in the US, but his India passport has expired, and he has been unable to renew it due to a lack of "address proof".

He has been living with a relative for a couple of years now, but none of the utility bills nor the lease are in his name. As far as I know, the only semi-official document he has stating that he lives there is a bank card. Recently he decided to try to apply for an Aadhaar card to use as address proof, as he says he has everything he needs for this. I'm rather worried about this, because even if he does successfully get that, it's supposed to take 2-3 months to get the card. Then it's supposed take several more months to get the passport. By that estimate, in a best case scenario, he'll get his passport in the summer, and we're going to need him to have it long before that.

So I have two questions:

1) Is it likely that he will be able to apply for the passport with a Tatkaal expedite if he tells them he will need it soon for a visa application?

2) Does anyone have advice for some faster way to him to get some sort of acceptable address proof for the passport application?

Hello,

I don't know what your husband can do for a new passport, but see if he can get a witness from where he lives at? or have him get his Police Verification Certificate early and see if that is good enough for PP office. (Police will not issue a PVC until they make sure he does live there). Local PVC can be a proof you can use to show your residence.

I think he will have to get affidavits made. Also get him to meet a good passport consultant. It might cost a little money but will get the job done.

What affidavits do you mean?

He has been talking to a passport agent. I'm hoping that will make things go smoothly.

I was in a similar situation earlier this year when I had to quickly renew my passport due to the lamination peeling off. I had also just moved to a new city/address, thus had limited proof.

Not sure if you've seen this list (from official Passport website) of acceptable address proof docs: http://passportindia.gov.in/AppOnlineProject/popuponline/AttachmentAdvisorSub?subDocID=7001&confirmDOB=DOBVarYes

The easiest proof (which worked for me) was the bank statement. Now, you'll need to show 1 year worth of transactions. So, if the bank account has been open for less than one year, I doubt that will be accepted.
