Makes no difference when it is filled out, the web based system dose not collect data, it just uses the info that you enter to generate the large bar code at the bottom of the form. The bar code contains the data this entered in the form, and at most consulates they just need to scan the bar code, to enter the form into their computer system it reduces the number of mistakes to just the errors that you may make when filling the form out.

So it can be filled out anytime, and added to the package of documentation that needs to be brought to the consulate for the visa interview.
