Why would you ever book an entire wedding BEFORE your fiance was approved for his visa? Everywhere on this site it says do not make final arrangements for anything until the visa is in hand. The consulate site says do not make any travel arrangements or buy plane tickets until the visa has been granted and delivered. As much as I would love to feel bad for people who get themselves into this predicament, I can't. Common sense tells you just wait until it's a sure thing, ANYTHING can happen at the interview. The only advice I have is to sit tight and wait until the AP is over, it cannot be waived or expedited. My husband was put into AP and it took about 9 weeks to run it's course. You can contact the DOS after 60 days, before that they will not give you any information.

You can call the DOS at anytime now and they will tell you if you are in AP or what ever information the Embassy has entered into the system on your case. (202-663-1225 option 1 then 0). Best of luck to you!

No it is not. It makes perfect sense. Many of the people they investigate are truly bad people, probably not your fiancee we wil assume, but they do NOT make assumptions and are not going to give out information for a number of reasons...

They prefer bad guys not know what is being checked on

They do not want people knowing what the "red flags" are that trigger AP (bad guys would know what to avoid)It is very likely that a missing birth certificate is NOT a red flag. Your AP is probably random. Ashleys maky NOT be random. Her fiancee did not have the usual military exemption certificate, that could be suspicious, not saying he is bad, most likely not, just looks funny to have a cheap imitation, so to speak

Ron, you are upset because things have not gone by your plan but you have been pushing that cart since the day you filed the petition. It is taking 9-11 months for ROC right now, some applicants are becoming eligible for citizenship before the green card is renewed! You haven't even started yet, Ron. I fear your heart is going to blow right out the top of your head before this is over.

Okay, so you are saying that you faked a military card? Well, I am sure he didn't do that. While he doesn't have whatever the "official" military card is that the corrupt military people in his hometown wanted a bribe to give him, he does have some document saying he didn't serve that was given to him when he applied for his passport. He didn't think he needed it (even though I told him he did) because the medical examiners said he didn't need it. So, no fake documents, but possibly one that is not "sufficient" evidence. I do not blame the Ukrainian government for requiring this, either. They have to make sure they aren't letting law breakers leave the country permanently. Governments are there for a reason, and rules and such as well. My biggest beef is that this becomes so personal and so heart-wrenching. AND that they are so unclear with us at this point.

I do not have contracts in Ukriane any more, I was happy to walk away clean from that mess years ago when USSR was falling apart.

Alla and Gary tried to expain it. It was not a fake papers, it was a real document that was issued by a corrupted military person knowing that what he is doing is a major crime, but considering that he received a bribe of an amout equal to his official 10 year salary at a time (it was enough to buy a domestic 3 year old car or really small one bedroom apparment) he was willing to take the risk knowing that my parents would not sell him out as well.

You will need to go to ukraine to experience it all first hand yourself.

Bribery is an every day thing. Same as aids, same as poverty, same as lack of self respect, and many other things I hope you'd never see with your own eyes.

Ask Genya how much did they wanted, because I am afraid than in the end it will be easier to pay than to go K3.

Thank you everyone for all of your support!! I got this email this morning as he was going through the subway to the train station to go to the military office to pay the bribe. Obviously it wasn't as big of a deal as I was making it out to be, but I am still so glad to have heard all your comments. I don't think we would have survived this part of the visajourney without this forum.

Bribery is an every day thing. Same as aids, same as poverty, same as lack of self respect, and many other things I hope you'd never see with your own eyes.

I guess this is what people do not understand sometimes. No one is making "fake" papers, they are making REAL papers that they probably should not be making. OR papers they should be making but more quickly than normal, or ahead of someone else or wothout the normal prerequisites.

We bribe doctors to get their phone number so we do not have to wait for medical service for my MIL. Jeezum! You have to bring your own food and dressings to someone in the hospital and take them home or they will be stolen and sold by the nurses to other patients!

Ultimately in this case the applicant was no longer subject to military conscrition and the US was probably just verifying he was not wanted for draft evasion or something, probably fairly simple to clear up. If he had the "normal" documents for that there would not have been a question. The Ukrainian military draft system is not easy to deal with and we have to deal with it every year for both our sons. They are uniquely "dinosaur-ish", but agreeable to bribery like anyone else.

This comes from the old ways that everyone just kind of liked...

"I would like to buy 4 lemons"

Then tell them to come here and buy their own lemons

"Then sell me YOUR lemons"

My lemons are 3 rubles, but they are very good lemons.

I was eavesdropping at your fiance's interview that day and I MUST say that the consular officer handling our case (we got interviewed by the same one) was the most friendliest one I have ever encountered and I'm pretty much sure she's not going to make it hard for you guys, maybe it was just really a document check. Regardless you guys were in my prayers, hey, afterall we are all in that same damn boat! :yes:
