Your child is definitely an American citizen. I don't know about Romanian citizenship but someone from Romania may be along to answer. You will need to file a Consular Report of Birth Abroad to get your child a US passport in order to return to the US. I am moving your thread to the CRBA sub-forum as that is where you can find the information you need to do this.

It appears that your child will also have Romanian citizenship if you have not resigned your Romanian citizenship: http://www.romanianpassport.co.il/english/romanian-citizenship-law/ This link does not discuss what happens when a Romanian citizenship accepts citizenship in another country but that doesn't seem to be listed as a way of losing citizenship.

Ok - it looks like Romania does recognize dual citizenship with the US: http://www.multiplecitizenship.com/wscl/ws_ROMANIA.html so it appears you are still a Romanian citizen as well as a US citizen, and your child is therefor also a dual US/Romanian citizen. You should look into getting proof of both of your son's citizenships.
