1. Should I file DCF? if so, where and how?

2. Just to confirm that we can or should expect the process to occur in Mexico?

I drove to tijuana yesterday as walk in and asked about filing this petition there. i was told no, to contact juarez.

I called juarez today, and was told to go in person to tijuana and file there.

I called tijuana today and they said that uscis closed in tijuana 08 and that to DCF file in juarez.

I called juarez again, and again they said to drop of at Dept of Homeland Security tijuana.

I am now confused.

btw i did read all the forums and posts, but since things do change, i am not sure of the accuracy

Check out this post on another forum, a lot of DCF Mexico-specific info there:

http://immigrate2us.net/forum/showthread.php?85057-Direct-Consular-Filing-(DCF)

Long story short, we have a complicated case. We've been at this for nearly 5 years. You can read our story here. I highly recommend our attorney Laurel Scott, as well as attorneys Laura Fernandez and Lizz Cannon .

Filed I-130 via CSC in Feb 2008. Petition approved June 2008. Consular interview in Mexico, Oct 2008, visa denied, INA 212a6cii. We allege improper application of the law in this case.

2012, started over in Seoul: I-130 filed DCF on 7/2, I-130 approved 8/8, Medical at Yonsei Severance 11/20, IR1 appointment in November 2012.

CRBA filed 1-3-13 at Seoul for our daughter

BTW, there are only three locations that can accept an I-130 petition in Mexico: Monterrey, Mexico City, and Ciudad Juarez, because these are the ones that have a USCIS international field office. All three accept petitions by mail the last time I checked. But you will want to email the USCIS unit at the one you choose to be sure of their current instructions for filing I-130. They should be able to give you clear details. Don't go in person, you aren't guaranteed to talk to someone who actually knows what they're doing, as evidenced by the run-around.

You can scroll down on each of these pages for specifics on DCF, just go to where it says "I-130" and use the appropriate info listed on the page to contact them.

Thank you sooooo much for your help and attention!. It appears from my research, that Mexico City holds jurisdiction over BAJA, so I can send to DF, however, since they are just going to send to CDJ anyway, and it is closest to me, I may opt to send to CDJ afterall. I will speak to CDJ tomorrow to clarify that once and for all hopefully.

You will need to send it to DF for processing first. Once your !-130 is approved, they will then send it to CDJ for the visa processing. If you send it to CDJ first, it will just delay your process.

and so as it turns out, I get this reply from CDJ

Dear Mr. Ramirez,

Thank you for your e-mail.

The U.S. Consulate in Ciudad Juarez has jurisdiction over your place or residence, therefore; you would need to file it there.

Sincerely,

USCIS

U.S. Department Of Homeland Security | U.S. Citizenship and Immigration Services

I WILL PROB INCLUDE THIS WITH THE PACKAGE JUST IN CASE.

Wow. Can't help you on Mexico specific questions, but yea, after your run around I would keep everything you've gotten in writing.

Your wife should be able to interview in Mexico as long as she is legally residing there.
