Really confused about what to do after noa2, pls help!

Ok so I read the k1 guides, read uscis info, and I'm really confused! I received the noa2 today, I know I should wait for the hard copy.... And then what? I'm really confused, I'm reading mixed informations !

After you receive the hard copy of NOA2, wait for another at least 1 week or 2 to receive the NVC letter. You can also call the NVC to get your Case number and then after that, you can proceed on paying your visa and schedule your interview appointment and medical.

who pays the Visa? Petitioner or Beneficiary? And how? Thanks.

Looks like Portugal now interviews at the consulate in Paris: http://portugal.usembassy.gov/immigrant_visas.html

I suppose you would go by the procedures for Paris then.

I do not know the process for Iran but usually there are ways for the beneficiary to pay somewhere in person and for the payment to be online by the petitioner or beneficiary.

Your foreign fiance will going to pay the visa to the bank as he/she is the applicant. Same goes here in the Philippines. After the U.S. citizen receive the NOA2 and NVC letter, the Filipino fiance will pay the visa to the BPI bank so that she can schedule her interview after.
