Oh thank god. I was wondering this.

My husband will have no part of inquiries.

Went through one hell of a time every time I inquired about his ITIN on our joint return.

I was like ITS MY MONEY THAT YOU ARE HOLDING HOSTAGE WHAT IS UP WITH THE ITIN!?

I think it depends on what stage you are at and whose file they consider it to be. If they consider the file to be your husband's then you will have to get him to al least state who he is and that he gives them premission to reveal information to you as his representative. If it is your file then there are no problems. Call them when he is handy so you can hand the phone to him to get his permisison.

When I called in they told me they would only speak to the petitioner.

I've tried calling multiple times but they will only speak to the petitioner/applicant, not the beneficiary. I'm still waiting on the NOA2 for our I-130, though.

When we filed for the K1 visa, I called to inquire about the status of our paperwork when it was at NVC and they knew it was the beneficiary calling (they can hear I am a female speaking and the petitioner is my fiance, a male) but they still gave me all the information I asked for. I called twice and it was the same both times. Maybe it also depends on who you end up talking to on the phone.
