Contact NBI and ask for the letter. I'm not sure how long is the wait to get it.

NBI CLEARANCE: Applicants aged 16 years and older must have a valid Record Clearance for Travel Abroad Purposes from the National Bureau of Investigation (NBI). Clearances should be in the applicant’s current name, birth certificate name, maiden name, married name, and any aliases or nicknames ever used, including different spellings of all names ever used. An official letter of explanation from the NBI is required for any notation of “No criminal record”, or "No pending case”. For immigration purposes, an NBI clearance is considered valid only for one year from the date it is issued. You may contact NBI at (632) 523-82-31 to 38. The NBI website is http://www.nbi.gov.ph.

Hello Vj Users

i just wanna ask if where can i get An official letter of explanation from the NBI for

any notation of "No criminal record" or "No pending case".

That is a normal notation, what do you want explained?

"No Record on File" is the only notation on an NBI clearance that doesn't need any written explanation.

"No Derogatory Record" is acceptable as well without NBI explination. That phrase is used when an applicant renews his/her NBI clearance.

EDIT: That phrase is used when there is "No Record on File" with the NBI and the applicant renews his/her clearance.

I have an old 2010 NBI under my maiden name that says NO RECORD ON FILE. I got a new one this year 2012 under my married name and it also says the same.

That's cool. It's mainly used when an applicant returns to the NBI with their old clearance certificate to renew and skip the typical process. Finger printing, ETC.

If your NBI's remark is " No Criminal Record" im sure USEM will require you to have a written explanation from NBI...try read this link.....

By the way, did you had your interview already and USEM ask you that letter?

You should try going back to the NBI and ask them for a "no record" NBI clearance. The words "No criminal record" is open to a lot of interpreation than "no record on file". This reason for this is because "administrative or political crimes" are not classified as "criminal records" and it could be a serious civil offense that the Embassy could bar you from immigration to the US. For example "advocating to overthrow the government" is not a criminal offense and would not be in your clearance if it says "no criminal record". Your participation in a gethering where the people present are talking about changing the government, is not criminal but an exercise of "freedom of speech" where the constitution upholds this right.

Whenever you obtain a clearance for "US Travel", these words "No record" are carefully stated there. But a clearance for "immigration" purposes may or may not have these words annotated there.
