No it does not have to be in english. It needs to be in english OR the native language of the country the interview will take place.

My understanding is that all documents need to be translated into English, since anything you submit, and they keep, becomes part of your permanent file and others will need to read it who are not in the native country.

No, this is not true. It can be in English OR the native language of the country the interview will be held in.

we have chose in interview betwine arabic and english and frensh and email are written in arabic

the consular officer is americain and ther will be a person near him to translate can this person explain that letter to the officer or should we translate them?

This is correct. If you are mailing in documents to the USCIS, then they must be in English. If they for an interview at an overseas consulate, then they can be in English or the native language of that country.

Yes, and this further only applies to official documents, like birth certificates and such. Discretionary evidence, like personal communications, does not have to be translated even if it's being submitted to USCIS.
