so far not Tax Lien but I am about to file my taxes and workout a payment plan with IRS. I am not sure if that going to change anything.

Filing will change things in such a way you can properly complete an affidavit of support and move forward from that point in the immigration process.

Making and keeping the payment arrangement is unlikely to impact the immigration process but will definitely impact your relationship with the IRS in a positive way.

In short, filing is both an immigration and IRS issue. A payment arrangement is a definite IRS solution but is unlikely to impact immigration.

Facts are cheap...knowing how to use them is precious...
