Beneficiary has outstanding I-129F

Hello, I would like to know if anyone has any experience or information concerning a problem I have encountered. I filed an I-129F petition in April, 2012. My fiancee had been petitioned previously and I was aware of that, but the relationship was quite rocky and she had supplied all of her info to the other petitioner months before he actually submitted the documents to USCIS. There relationship was almost over by the time he filed, (I'm not sure why he decided to file anyway), but regardless, she and I met not too long after he had filed. There relationship was over by the time we met and we became engaged and decided to file for the K-1. We knew if would take months to process, so even though we hadn't known each other an extremely long time we knew we would have months to confirm between ourselves that we indeed were making the right decision to be engaged and get married. I have been to the Philippines twice already, once prior to filling, and again about 3 months after filing. I hadn't discovered VJ before I filed but I believe I filed everything that was was necessary based on the USCIS instructions. I now realize the first petition should have been withdrawn (although I'm not 100 percent sure the other guy would have done that anyway), but again regardless it was not withdrawn. He received an RFE in April I think but never responded and it is my understanding the petition would expire by October, 2012 if no additional info was sent in. The problem I have now is my case is still in the "initial review" stage. I have called USCIS numerous times and finally was able to get a service request. They did respond by email and the reason stated for the delay was the "the beneficiary apparently has another I-129F petition that is currently pending. Please note that to process this type of petition we must obtain the beneficiary's permanent service file. Therefore we are requesting this file from an off-site storage facility. Please allow 30-60 days for processing."

Any ideas what this means? 30-60 days from when? Most of the other petitions from around my date were processed well over a month ago. So is the 30-60 days from that time period or from when I received the email response? Any ideas why it would take 30-60 days to get a file from a storage facility? I thought I had read on VJ that typically the only problems occur when a petitioner files multiple petitions and not so much if a beneficiary has been filed for previously. Pretty much in limbo now and don't really know what to do or what to expect because of this issue. Any constructive input or thoughts would be appreciated.

30-60 days from when?

Any ideas why it would take 30-60 days to get a file from a storage facility?

1. 30-60 days from the date of their email response.

2. They don't know exactly how long it will take, so they cover their butts by telling you it will take up to 60 days.

Not that you asked, but I expect she might have a harder time at the interview stage proving your relationship seeing it wasn't that long ago she claimed to love, and was engaged to, someone else.

You are correct I didn't ask but thanks for your comments. That's why we have 7 months of emails, phone logs, text messages, ongoing financial support documentation, 25 days together on two separate trips with substantiating photos, airline boarding passes for the trip we took to Hong Kong on my second visit, hotel receipts, etc. Hopefully USEM will realize occasionally things don't work out in life and people have the right to reconsider and take a different path in life. I will be at the interview as well if and when we ever get it scheduled.
