AP but DOS says issued?

Has anyone on this forum been in the situation where a case has been put in administrative review or processing after approval, but the DOS still says it's issued and not in AR or AP?

I'm wondering because it's been 2 and a half weeks since my interview (approved) and I still haven't received anything in the mail. The only contact I've been able to establish with the embassy is through short cryptic email messages saying "we have yet to send it" and "contact us in a week if you haven't heard from us." From other posts it sounds like AP/AR, but the DOS (I've called the poor folks three times) keeps insisting that "the visa was issued earlier this month."

Jay, you know it was Thanksgiving, and today might be a holiday, and we had Veterans day... DOS says issued, it seems like it's issued and just delayed for mail, or printing, or something.

I know it's frustrating.

I know Harpa. I should add to this post that I have a poor wife who had to make and eat turkey all by herself yesterday.
